Hacking, Glitching, Duping Items and Money Duping will be a straight up ban from all USG Servers with a minimum 3 month wait before we will even consider looking at an unban appeal.
You may not OPEN carry a FIREARM within Rasman, if you do so you will be arrested. If they cannot arrest you and you are an active threat you may be engaged.
You CAN be a Cop and a Medic at the same time only if you are a rank of Corporal or below (TMP), Corporal or Below (NATO) or Senior Medic or below (RC)
You NEED a roleplay reason to kill someone. Killing someone without a reason is classed as Fail RP (10 points)
Initiation and Delegated KOS -Delegated KOS is when a player kills another player to help their team but they were not the person that initiated
Delegated KOS - A Gang member (with sames clothes needed) does not have to declare they have back up if their gang members are within 400 metres of the initiation point. However, if gang members are more than 400 metrs approximately away the initiator must declare to the cops they have back up. Locations do not have to be given. Important - Any gang members that are more than 1.5 clicks away approximately at the time of initiation are not allowed to join the fight and if this rule is abused and you are caught points will be given.
You are not allowed to use Delegated KOS unless all parties are at the same location or you have told your enemy you have other people on your team nearby
You are not allowed to take someone hostage straight after they got revived, bluefor can still arrest people though.
Entering debug zone is not acceptable.
Tanks north of the border can be engaged by bluefor as they wish. [This means bluefor does not have to initiate on tanks]
Robbing Red Cross is not permitted and will result in warning points.
Wearing Red Cross clothes is not permitted and will result in warning points.
Stealing Red Cross vehicles will result in warning points.
Red Cross Should Always Value Their Lives.
Red Cross should not carry any firearm. (If they are caught carrying said 'firearm' they will be punished accordingly.)
South of the border is a lawless state and is not government controlled, meaning that there are no laws to be enforced. Although NATO may take action against rebel factions if they believe they are aiding the flow of illegal entities into the north.
Medical Services must not try to impersonate police officers by doing traffic stops, ticketing people etc.
You must not build inside of any Checkpoint, Police HQ or Medical HQ.
Logging out during, after or to avoid a combat situation is not acceptable unless you have direct permission from a member of the Senior Management Team.
You may only connect to the server with a roleplay name (E.G. Alan Patridge)
After robbing a person, you must wait 30 minutes before you can rob them again.
Stream sniping is not allowed and will be punished accordingly.
Anyone saying in the game or in TeamSpeak 'I will get you banned / Get you points' or 'Give me compensation' is a rule break.
Everyone must wait 90 seconds after a gunfight before they revive.
Civilians are not permitted to be in possession or use a taser, they are however allowed to have a stun gun.
Side chat is only to be used in RP situations. When sending a message inside chat you must put "*TWEET*" before it.
You must not purposely bait cops. For example, you must not purposely drive in and out of the police HQ to have an officer initiate on you.
Compensation must be in the form of a video or steam screenshot evidence (E.G http://steamcommunity.com/sharedfiles/filedetails/?id=687463714). It must also be time and date stamped.
You can't camp spawn points/rob people at spawn.
Any Civilian who enters NATO or TMP base may be shot on sight only if they are armed. [This does not give rebels initiation on the cops inside]
Messaging/using side chat does not count as initiation.
You are not allowed to type in global channel
Air Vehicles Only - Not being on frequency 60, while North of the border in anhelicopter can result in being shot down, after warning.
Direct Baiting WILL result in points (15). (Cop Baiting is defined as excesivily breaking laws infront of police officers to bait a reaction from them. E.g. Driving Recklessly to bait a cop chase.) (Baiting can be done by every faction and is also punishable for every faction)
Abusing any glitch to skip respawn time/get weapons that aren't in the game/get large amounts of money is a bannable offense.
Picking up weapons from a person's dead body before it has disappeared is classified as exploiting and is a punishable offense.
At no point in-game must you reference anything out of GAME, E.g. I'll take you to the gods / I'll get you punished.
If you find something that you don't think should be in the game or should be changed then you must report it to an admin (i.e. Low gun prices/stupidly high drug prices).
Initiation can only and must be done verbally. Gangs and Police must abide by this rule.
You can't camp the same area for more than 15 minutes.
You can only use a soundboard for RP reasons inside of a vehicle, spamming loud music will earn you a punishment.
If you are caught using Alt F4 or Shift minus you will initially be given one warning then you will start getting points for failed RP
You may not abuse the fact the push bikes cannot be impounded. Spawning multiple in etc is not allowed (It causes Server lag etc).
You may not use a derogatory custom face which breach obvious rules and blacklists put in place by USG.
RDM is to kill someone without the initiation of roleplay. To initiate on a player you must state a demand and a consequence if they fail to follow it. Demands must be realistic otherwise the initiation will be VOID.
You cannot kill someone unless they have threatened your life, stole something from you or have not complied with your demands.
When giving demands to someone you must give a minimum of 15 seconds for them to respond before shooting at them.
When you're inside of the rebel-controlled zone/rebel compound it doesn't mean you can RDM civilians. However, all police officers inside of the zone can be shot on site.
When using a suicide vest you need to initiate roleplay and have a valid roleplay reason to use them.
Excessive & DIRECT trash talking counts as initiation.
You must give a chance for the person to comply (E.G - "Drop your weapon!")
Never enforce rules by killing someone, if you see somebody breaking server rules go to 'Requesting Staff' on TeamSpeak.
Running someone over does NOT count as initiation (you still need to vocally initiate)
If someone has a red name and is armed you may shoot him if you are bluefor.
If someone has a red name and is unarmed you may detain him and "powergame" that you find bloodstains on his clothing or that you found gunshot residue on his clothing etc.
You must listen to all demands given by a person who possesses an suicide vest.
You may NOT initiate on a vehicle if it is CURRENTLY moving more then 40 km/ph
Civilians may not rob other civilians within 200 meters of rebel outpost.
At a NATO Helicopter Crash. The red zone surrounding it is KoS to any side. Once the helicopter has despawned the KoS can continue for 5 minutes after. Blufor may also respond to the helicopter crash.
VDM is to use your vehicle as a weapon, it's not acceptable unless the person is blocking the road.
You are not allowed to use any air vehicle as weapons (E.G - Kamikaze)
You are not allowed to intentionally blow up another vehicle by ramming it.
D-sync ramming is not allowed, anyone caught will have to comp the person they killed.
Hiding vehicles in fallen trees on the main road with intent to harm is VDM.
New Life Rule
You are not allowed to return to the scene of your death for 15 minutes after you respawn. However, if you died via RDM, VDM or a glitch you may return. You do not remember information from your previous life nor do you take revenge. You cannot use any information from your previous life once dead.
If you're revived by a medic you do not forget the life before you died.
You may not be within 400 meters of your previous death during the 15 minute NLR period.
You may not join back the same event or situation during the 15 minute NLR period.
You may not snipe or use any weapons or vehicle from a distance to fire into the zone you were killed at.
If the event or situation has moved to another location on the map after your death you still cannot join back until 15 minutes after your death has passed.
If you are revived by a medic you must not re-enter combat unless you are under immediate threat.
NLR Does not apply to medics.
NLR Does not apply to cops if there are less than 5 cops online.
Roleplay is when you act and speak like a character you are portraying. To roleplay is as much about what not to say as what TO say. It means to keep your speech in the context of the setting in which your character exists.
Using other programs like Skype to communicate while in-game is not acceptable.
MetaGaming is not allowed under any circumstance.
You must always value your life if you're outnumbered (E.G 3-1) and they tell you to comply then you must.
During a regular police pullover nobody except the police and the civilian car (Everyone inside the car) are allowed to interfere with the situation.
During a non regular police pullover all gang members in and outside of that car or other cars are allowed to interfere with the situation. Non regular pullovers are defined as Rebels who have committed a major crime. Also remember while following this rule do NOT break the delegated KOS rule.
You are not allowed to stay in a bulletproof vehicle that cannot move anymore.
If you're in a whitelisted/in-game gang you must ALWAYS value your fellow gang members lives. (This means negotiating to get them back etc.)
If you're in the Takistan National Police you must ALWAYS value your fellow officer's lives. (This means negotiating to get them back / This includes suicide explosives E.g. Suicide Vests)
You must not mention anything related to Support Cases while in-game.
You may not leave people to zip tied/restrained and then leave.
Initiated roleplay lasts for 10 minutes before you must re-initiate. Be aware if you put away your firearm your initiation will end, and you will have to re-initiate to engage again.
You must be outside of your vehicle to initiate.
You must give a player enough time to get in their vehicle if they just unlocked it. You cannot just jump in the driver's seat if it has just been unlocked
You must not go inside of the clothing store while being robbed, took hostage or shot at. This counts as fail rp and you will be punished accordingly.
Radio is classed as a communication device, and GPS is classed as a tracking device, these objects must be taken from a hostage if you do not want them to be found. Bank Robberies/Terror Attacks/Hostage Taking.
You can shackle feet only after restraining a player.
If a medic feels like someone should be taken to the hospital the player must obey them. (Only if the medic has a valid medical roleplay reason)
Do not play music while restrained.
Sirens do not count as initiation, when being pulled over by the police you MUST initiate in person.
Don't create invisible knives, choke people with handcuffs, I'm putting a gun to your head when you are driving. You can only use mechanics that are in the game.
No logging out / in or abusing game mechanics to avoid roleplay situations.
After a head-on collision, you are not allowed to initiate in a hostile manner (You cannot rob someone after colliding with them in a car accident)
Group chat is to only be used to find out radio frequencies & Out Of Character situations.
You must vocally initiate on someone before causing harm. (Restraining,Tazing and knocking people out are seen as ways of causing harm)
You can't speak on the radio whilst restrained.
You can't make someone take money out of an ATM when robbing them/force them to get a car out for you.
You cannot pick a random vehicle driving by and ask it to stop or you are dead. You can, however, do this if there has already been a crime or the person is wanted or you were previously in a chase.
There must be a roleplay reason to take someone hostage. Taking a random person hostage is not allowed. Reasons you could use is cops were after you so you took one hostage or you have had issues with a gang so you find one of them and take him hostage etc
You may only tow one vehicle at a time. Towing 2 or more at a time will result is failrp points.
You cant make a unreasonable demand to someone just so you can kill them after (Staff members discretion)
Bank Robberies/Terror Attacks/Hostage Taking/Suicide Vests
At a bank robbery, there must be some kind of roleplay, an unarmed officer must enter the bank to conduct negotiations. Once the officer has made contact you can refuse to negotiate, and KOS can begin on any armed officers around the bank.
You can not be robbed when you just got revived.
When negotiations are called off. Both sides must give 15 seconds before shooting at eachother. This also includes giving the negotiator time to leave.
Any armed civilians near to the bank at the time of a robbery will be dealt with any means necessary.
During a bank robbery, you may not send a text to the police saying KOS as this is unrealistic. You must always negotiate in person!
Terror can only be declared once every 30 minutes. Once all members of the 'Attackers' are eliminated the terror attack must stop.
Within 30 minutes after a server restart, you may not attempt to rob the bank or perform any major crime (E.G - Attacking a checkpoint or declaring terror)
When declaring terror you must have a legitimate roleplay reason to do so.
When Taking over checkpoint you must have a roleplay reason to do so.You must give the negotiator a chance to leave the area before you begin shooting.
During terror, you may not kill civilians without initiating roleplay. (Unless they're a threat, this rule only applies to the people declaring war and cops)
You must not take a cop hostage or declare terror with less than 5 police officers online.
When taking over checkpoint you must negotiate with Police, if the negotiations fail (with reasonable demands) you can then proceed to kill all officers around the checkpoint.
You must wait 5 minutes before attacking a location after declaring terror.
Cop forces must give at least 10 minutes to gangs to prepare for their base to be raided. An admin message signals the start of the time.
If you have a suicide vest equip you CANNOT rob another player. (It does not matter if you have a gun out)
When Declaring War you must wait 5 minutes after the admin message has been sent.
There can only be 1 major crime at a time.
During the war on rasman/checkpoint, if you are not affiliated with that war (You/Your gang did not declare it) and you then proceed to shoot officers you will be issued warning points for RDM.
You can not take any negotiators hostage, nor can you rob them for their gear.
If you've declared war you must have a visible firearm at all times.
You can't use an explosive to initiate on someone then rob them with a gun after.
If someone has been taken hostage by an explosive then you can't go up with a weapon and proceed to rob them.
You must wait 30 minutes after a major crime has ended to commit another major crime.
Only 1 gangs maximum can declare a war/attack checkpoint at the same time. (No other gang can help in raids)
Civilians may not bait cops while they are dealing with an active MAJOR CRIME. E.g. You may not run around with an illegal / stolen equipment near officers that are trying to negotiate.
Admins have full right to deny a war request, anyone seeing going to another admin after it being denied will be issued points.
You must have a minimum of 5 people online in your gang to declare war on Rasman or Checkpoint.
During a BLUFOR base raid. Civilians defending the base may engage combat medics who are armed.
If a member of a gang is breaking rules they will be punished, however, if it is the gang that is seen breaking rules the leader will be responsible, if the leader does not fix the problems the gang will be disbanded.
There can only be one official gang leader.
You can only declare a gang war once every 24 hours.
Entering a gang base to purposely attack/robbing members without a raid being declared will result in a gang strike. (A raid can only be declared if both gangs are at war)
Gangs that are currently at war must use roleplay to identify any enemies. For example: If you see an enemy gang member in his gang uniform.
Gangs must have a roleplay reason to declare war on another gang.
Gangs may only have a maximum of 20 members, any more will result in people being kicked.
You must be at war with the current gang to declare a raid (Allies may help in base raids)
You can patrol with a maximum of 10 people.
All gangs must have some form of a roster that staff can access to see who is in the gang.
All gang leaders must of some way for staff to contact them. Such as Enjin private messages.
If a member is removed from the gang. The leader or co-leader must go to requesting staff to have that person whitelisting & TeamSpeak tags removed
Gangs must have some form of standard operating procedures for the entire gang to follow. These must state what the gang member must abide by when online as a group/wearing the same uniform.
The standard operating procedures & roster must be located in the main gang channel.
In-game gangs need to be wearing the same clothing (uniform, vest and backpack) visible by everyone involved in the event to initiate as a group/gang. Failure to follow this will mean the only initiating for yourself and if other gang members initiate from other locations,vehicles or choppers will be classed as failed roleplay/rdm or vdm. (This includes Backpack and Vests)
All official server gangs (Gangs with TeamSpeak perks) MUST be active and must have 5 or more active members.
If you enter a gang base you may be declared KOS by the gang Leader/Leaders, if you don't have permission to be there. (gangs should attempt to roleplay with them before hand i.e. Give them a chance to leave)
If you have initiated as a gang you must keep your gang clothing on and weapons out at all times.
A gang can only declare a raid once every server restart.
You must wait 30 minutes before performing a counter-raid.
Gang Wars only last 24 hours.
There must be 5 or more gang members online to declare a raid on that gang.
During a Gang raid, anyone killed may only return to their last location once the raid has ended. (I.E, Not respawning at your base/Returning to the attack)
Before a gang raid, you must contact an administrator to send a global message. (You must give 5 minutes for preparation)
If you are helping an allied gang out in a war, you must state so in the war request on the forums before it's accepted.
No gangs can help in raids at any time.
All gangs participating in a war must show a picture of their gang clothing on the war request otherwise the request will be denied after 24 hours.
You can only be whitelisted for 1 gang at a time, if you are found to have more then you will be issued points.
You can't be whitelisted for a gang you are not part of (are not on the roster and don't have the TeamSpeak tags)
Using other gangs clothes is strictly not allowed. You must be in the gang to use the gang clothes.
Stealing Medic clothes is strictly not allowed. This includes uniform, vest, hat, backpack and masks.
You are not allowed to sell your gang. Once a gang becomes inactive all its members will be de-whitelisted and USG can give the gang to anyone of their choice.
If you're participating in a WAR on Rasman you MUST be inside of Rasman, this is up to 1km out of the main T junction at the center of the town.
If you're a member of the gang involved in a MAJOR CRIME then you MUST have your gang clothing on AT ALL times. If you are seen without your clothing on you WILL receive points for FailRP.
Civilians may KOS every bluefor within 300m of illegal processors IF they are being captured.
You must never go corrupt (Results in a Cop ban/suspension if discovered)
You may not taze someone who just got revived, this is dangerous and will result in FAILRP points.
Tazing people inside enclosed vehicles will result in warning points for fail roleplay.
Police Officers may not shoot unarmed civilians without reason. [Even if they initiate]
Anyone caught not obeying sop's will be punished accordingly. (Suspensions may come into place)
Police officers can not place spikestrips on a vehicle.
The NATO FOB down south can be raided under the same circumstances as gang bases, this include but does not limit to : "Nato stopping a gang in a major crime","Nato killing people in the gang in a major crime","Nato baseraiding a allied or affiliated gang","Nato interfering with situations down south".
The NATO FOB down south classes as a greenzone when it is not being raided. Nato however can KOS you if you are inside. (You dont have initiation on NATO if NATO kills someone who is inside the base if not during a baseraid) This is to prevent cop baiting
Police officers must be formal and professional at all times to avoid complaints.
Police officers are unable to randomly search people unless they're being searched under suspicion of committing a crime.
Any previous deals with Gangs or individuals will be forgotten after server restart. (E.G - We will give you X for X)
Do not distribute or sell police weapons to civilians. If caught, you will be issued warning points and a PD ban/suspension. However, robbing police officers for their weapons is still allowed.

Police need to gather information on the location of gang bases, the drug dealer and they rebel outpost before they raid them. You cannot use your map for information regarding locations.
If Rasman is under terror (Sirens are on). Any armed individual 1km around Rasman will be shot on sight.
If Checkpoint is under attack (Sirens are on). Any armed individual 1km around the checkpoint will be shot on sight.
Base Raids must be declared before entering a hostile base. This applies both to TMP and NATO.
TMP / NATO may only use the raid flag in a gangbase if a admin message has been sent out that TMP / NATO are raiding that gangbase.
You can't take a cop hostage if there are less than 5 officers on.
Government forces may engage a suspect wearing a suicide vest if they are posing a threat to the nation of Takistan. (You must always value your life when it comes to suicide vests if a staff member deems you have failed to you will receive points.
There may only be 1 bluefor tank pulled out per civilian tank. Once the civilian tank is neutralised the bluefor tank has to immediatly return to base and be destroyed.
Bluefor tanks may only shoot at infantry who are directly shooting the tank, are 100 meters away from a civilian tank, have a armored or armed vehicle or have AT on them.
Once bluefor started the capture on either weed or cocaine, they may KOS every armed civilian within 500 meters of the contested processor.
BLUFOR are permitted to engage on civillians excessively calling their position out during a firefight which could put the officers life at risk.
Armed civilians inside of any capture point that has been captured by rebels and is showing a red marker on the map may be SHOT by Government forces, rebels are also allowed to shoot any TMP Officers or Nato Officers entering the zone (the red circle). Rebels can also shoot other rebels with a visible firearm in the hand.
A gang that has captured a capture point, indicated by the red circle, may engage on all BLUFOR sides within the red circle.
Snipers cannot be more than 700m away from the flag post at the capture zone.
Only a gang who has captured the capture zone may KOS cops. Cops may also KOS back however other gangs cannot get involved unless general initiation is present.
Capture zones are not a major crime.
Medical outposts and clinics are now green zones and you are not allowed to commit any crimes inside of them.
Police HQs are also green zones and you should not attempt to commit any crimes inside of them.
You are not allowed to run inside of any green zone during a combat situation.
You are not allowed to bait or trash talk inside of any green zone. If you are found attempting to bait or trash talk you will be issued 10 warning points.
Do not attempt to troll inside of any green zone. Playing music inside of green zones at all is classed as trolling.
You should not attempt to shoot or attempt to harm anyone inside of a green zone from outside of it. You can only engage officers inside of a green zone if they shoot at your first.
